Although many had anticipated a quick Fourth Special Session, the Senate failed to pass the General Appropriations Bill (S.B. 1001) yesterday afternoon. Included in this bill were reductions to the Department of Economic Security (DES) and the Department of Education totaling nearly $300 million. The four bill package also contained provisions that would restore $18 million to the 21st Century Fund from the Risk Management Fund and give certain state agencies fee raising authority. Even though the package was approved in the House and Senate Appropriations Committees and Committee of the Whole, the Senate fell one vote short of passing S.B. 1001 during Third Read (Vote count: 14-13-3; Senator Chuck Gray changed his vote in order to reconsider the bill at a later time). As a result, both chambers have adjourned until Monday and the House did not Third Read the package.
It is unknown whether the Senate will have enough Republican votes Monday morning for the passage of the current budget package. If not, it may be weeks before a comprehensive deal for the estimated $2 billion deficit (FY 2010) is reached.
