Kelly Powell – Director of Research and Evaluation

Kelly directs research work for the Arizona Charter School Association and the Center for Student Achievement. He brings more than 20 years of education experience to the role, having managed SIS systems, accountability regimens, and comprehensive assessment systems at both the district and state levels. As Director of Testing for the Arizona Department of Education, Kelly coordinated many firsts for Arizona schools. He managed the creation of the state’s inclusive test systems, authoring the state’s first guidelines for the inclusion of English language learners and students with disabilities. Nationally, Kelly served as the Chair of the National Educational Statistics Agenda Committee as part of the National Center of Educational Statistics State Cooperative, and also served as the Arizona NAEP liaison. As Director of Student Achievement for Madison School District, Kelly helped introduce a response to intervention programs to the district, and was highly involved with reforms in teacher compensation and gifted education in the district. Kelly has also worked in the private sector with CTB-McGraw-Hill, Measured Progress, Learning.com and DreamBox Learning, and has collaborated with innovative schools throughout the Western U.S.
